Description:
  1. Awarded pursuant to Executive Order 13154 of 3 May 00 and further detailed in Joint Staff message of 121501Z May 00.
  2. Eligibility Criteria and AOE: U.S. Service Member who participated in or served in direct support of Kosovo Operations:
  • * ALLIED FORCE: 24 Mar 99 to 10 Jun 99
  • * JOINT GUARDIAN: 11 Jun 99- TBD
  • * ALLIED HARBOR: 4 Apr 99 – 1 Sep 99
  • * SUSTAIN HOPE / SHINING HOPE 4 Apr 99 - 10 Jul 99
  • * NOBLE ANVIL: 24 Mar 99 – 20 Jul 99* TASK FORCE HAWK: 5 Apr 99 – 24 Jun 99
  • * TASK FORCE FALCON (coincides with JOINT GUARDIAN): 11 Jun 99 - TBD
  • * TASK FORCE SABER: 31 Mar 99 – 8 Jul 99
  • * TASK FORCE HUNTER: 1 Apr 99 – 1 Nov 99
  • KOSOVO AIR CAMPAIGN (24 Mar 99 – 10 Jun 99) AOE: Total land area and air space of Serbia (including Kosovo), Montenegro, Albania, Macedonia, Bosnia, Croatia, Hungary, Romania, Greece, Bulgaria, Italy and Slovenia; and the waters and air space of the Adriatic and Ionian Sea North of the 39th North Latitude.
  • KOSOVO DEFENSE CAMPAIGN (11 Jun 99 to TBD) AOE: The total land area and air space of Serbia (including Kosovo), Montenegro, Albania, Macedonia, and the waters and air space of the Adriatic Seas within 12 nautical miles of the Montenegro, Albania, and Croatia coastlines south of 42 degrees and 52 minutes North Latitude.
  1. CRITERIA FOR AWARD U.S. Service Member must be a Bona fide member of a Unit participating in or engaged in direct support of the operation for 30 consecutive days in the AOE or 60 nonconsecutive days provided this involved entering the operations AOE or meet one or more of the following criteria:
  • Engaged in actual combat or duty regardless of time in AOE: While participating is wounded /or injured requiring medical evacuation from the AOE Regularly assigned crewmember flying sorties into, out of, within, or over the AOE in direct support.
  1. SERVICE STARS: One BRONZE SERVICE STAR shall be worn on the suspension and service ribbon of the KCM for qualified participation during the campaign periods shown above. An individual who participated in one campaign would wear the medal and/or service ribbon WITH ONE STAR. Meeting the qualifications of both campaigns would warrant the KCM and TWO BRONZE STARS. Individuals who or 30 or 60 days began in Air Campaign and ended in the Defense Campaign would only qualify for ONE BRONZE STAR.
  2. The Secretary of Defense has granted an ‘Exception to Policy’ to the 30 consecutive day requirement to the following naval vessels: USS NORFOLK, USS MIAMI, USS BOSE, USS ALBUQUERQUE, USS NICHOLSON, USS PHILIPPINE SEA, and USS GONZALEZ
  3. The KCM will not be available for issue to Service members before January 2001. Questions relating to Kosovo Campaign Operations/Task Force, KCM eligibility criteria and awarding procedures/processing should be addressed to Service member’s respective personnel 


Background:
  1. The Kosovo Campaign Medal was established by Executive Order 13154, dated 3 May 2000 to recognize the accomplishments of military service members who participated in or was in direct support of the Kosovo Operations.
  2. The Kosovo Campaign Medal will be worn in chronological sequence after the Southwest Asia Service Medal or after the last Service Award.
